    According to FCC Part 97.5(b)(2):

    http://www.arrl.org/FandES/field/regulations/news/part97/

"The trustee must be a person who holds an Amateur Extra, Advanced,
General, Technician Plus, or Technician operator license grant."

However, a regulatory complication occurs if the trustee has less than
an Amateur Extra class operator's license. Specifically, if the control
operator holds an operator license class higher than the trustee's, and
wishes to operate the club station at privileges higher than the
trustee's, he must concatenate his callsign to the end of the club
callsign (e.g., K0AIR/K3FU). This is a bit messy and distractive,
particularly for historical callsigns like ours, especially when used
    during special operating events.

If the trustee is an Amateur Extra, then the control operator need only
worry about his own operator license class. Since he would never exceed
the privileges of an Amateur Extra trustee, no auxiliary identification
    would be required.

This is why an Amateur Extra class trustee is preferred for club station
licenses. We could probably get by with an Advanced, even General,
class trustee for one of the station licenses, as I don't recall an
operating event where we have exceed General-class privileges. The more
important consideration would seem to be whether a person is sincerely
interested in, and able to, fulfill the obligations of trustee over the
    term of the station license.

    73, Paul, K3FU
