Also the FCC *finally* processed our 610-B to update the K0AIR mailing

I've updated our WWW Page to reflect this (I also renamed the directory
to sacmarc and set up a redirect from the previous URL).

Thanks go to Roy for agreeing to serve as trustee, and expediting the
application. Thanks also to Peter Hurd, N1SS, for suggesting that we
get K0GRL as a tribute to former CINCSAC General Curtis E. LeMay (and
approaching the LeMay family for their blessing).
